Kenyan motorists are now required to apply for the new reflective number plates through the National Transport and Safety Authority (NTSA) portal on eCitizen.

The plates, which feature enhanced visibility and embedded security elements, are being rolled out in phases, starting with government vehicles and eventually covering all private cars.

The reflective plates are designed to improve road safety by making vehicles more visible at night, while also helping curb fraud and vehicle theft through enhanced traceability.

Step-by-Step Application

  1. Log in to eCitizen and select the NTSA Service Portal (New).
  2. Navigate to Motor Vehicle Services and choose the Reflective Plate option. Select the type of plate and preferred collection centre.
  3. Upload the required documents in PDF format, tick the declaration box, and submit the application.
  4. Make the payment: KSh 1,550 for a single plate or KSh 3,050 for a pair.

Once the application is processed, applicants receive an SMS notification confirming that the plates are ready for collection at their chosen centre. Processing takes about seven working days, though delays may occur depending on demand.

For Government Vehicles

Government agencies are required to switch to the new plates by August 29, 2025. NTSA has created e-Agent accounts on eCitizen to simplify bulk applications. Agencies must send formal requests to NTSA to activate e-Agent status, which allows them to process multiple vehicles at once.

Support and Guidance

NTSA has set up help desks at Huduma Centres and regional offices to assist applicants. Official communication channels, including SMS and the eCitizen portal, should be relied on to avoid fraud.

The rollout of reflective plates is part of wider efforts to modernise Kenya’s transport system. By adopting the new plates, authorities hope to strengthen enforcement, enhance security, and prepare the ground for future digital vehicle management systems.
