How Government Spent Ksh87 Billion On Personal Emoluments In Just Three Months
A new report by the Controller of Budget Agnes Odhiambo has revealed that Ksh88.6 billion was spent in the past three months through Personal Emoluments (PE) by ministries, departments and State agencies (MDAs).
Of this, Ksh55.5 billion was spent on Semi-Autonomous Government Agencies (SAGA).
The report reveals that top government officials and parliamentarians spent Ksh2.9 billion travelling in the current financial year, in the first quarter of 2018/19 financial year.
Of the total amount, Ksh1.7 billion on domestic travels, while the rest was blown up in foreign trips. A big chunk of the amount was spent by the Ministry of Foreign Affairs, which spent Ksh409.3 million on foreign trips.
The amount excludes Ksh718.9 million which was spent on hospitality, conference and catering.
A total of Ksh1.4 billion was spent on rent and rates on non-residential buildings.

“The highest expenditure by ministries, departments and agencies in other categories included Sh669.9 million on domestic travel by the National Assembly and Ksh409.3 million by the Ministry of Foreign Affairs on foreign travel,” the report reads.
The Ministry of Foreign Affairs spent another Ksh151 million on printing and advertising, Ksh44.7 million on maintenance of assets and Ksh636 million on rent and rates for non-residential buildings.
The Ministry of Interior spent Ksh199.8 million on maintenance of motor vehicles and another Ksh194.5 million on legal fees.
“The other category of expenses consists of operations and maintenance, which have not been disaggregated to specific MDAs, amounting to Ksh67.2 billion and accounts for 30.9 per cent of the total recurrent expenditure,” adds the report.
